He Politics in Jan 1789 in PENNSYLVANIA. IN JANUARY, 1789, HE WAS ELECTED
TO THE UNITED STATES SENATE, TAKING HIS SEAT AS THE FIRST SENATOR FROM PENNSYLVANIA.
HIS ELECTION TO THIS BODY RAISED HIM UPON A HIGHER PLANE OF POLITICAL ACTIVITY
AND CONTACT WITH THE FEDERAL CHIEFS OF THE SENATE ONLY STRENGTHENED HIS POLITICAL
CONVICTIONS WHICH, FORMED BY LONG INTERCOURSE WITH THE PEOPLE OF MIDDLE PENNSYLVANIA,
WERE INTENSELY DEMOCRATIC. HE BEGAN TO DIFFER WITH THE OPINIONS OF PRESIDENT
WASHINGTON VERY EARLY IN THE SESSION. HE DID NOT APPROVE OF THE STATE AND CEREMONY
ATTENDANT UPON THE INTERCOURSE OF THE PRESIDENT WITH CONGRESS; HE FLATLY OBJECTED
TO THE PRESENCE OF THE PRESIDENT IN THE SENATE WHILE BUSINESS WAS BEING TRANSACTED
AND BOLDLY SPOKE AGAINST HIS POLICY IN THE IMMEDIATE PRESENCE OF PRESIDENT WASHINGTON.
IN 1795 HE WAS ELECTED A MEMBER OF THE PENNSYLVANIA HOUSE OF REPRESENTATIVES
AND WAS AGAIN ELECTED IN 1803. HE WAS A PRESIDENTIAL ELECTOR IN 1796 AND FROM

Apr 1804 in HARRISBURG, DAUPHIN CO., PENNSYLVANIA. He served in the military.
WHEN THE FRENCH AND INDIAN WAR BROKE OUT, HE WAS AT REV. JOHN BLAIR'S CLASSICAL
SCHOOL IN CHESTER COUNTY, AND DESIRING O ENTER THE SERVICE OF THE PROVINCE, HIS
TUTOR GAVE HIM A RECOMMENDATION " AS A JUDICIOUS YOUNG MAN AND A SCHOLAR",
WHICH SECURED HIM THE APPOINTMENT OF ENSIGN IN THE PENNSYLVANIA BATTALION.
AT THE OUTSET OF THE REVOLUTION, ALTHOUGH AN OFFICER OF THE PROPRIETARY GOVERNMENT,
HE TOOK A PROMINENT AND ACTIVE PART IN FAVOR OF INDEPENDANCE AND ASSISTED IN
EQUIPPING AND FORWARDING TROOPS TO THE CONTINENTAL ARMY. DURING THE LONG WAR
HE HELD THE POSITION OF ASSISTANT COMMISSIONARY. WILLIAM IS THE SECOND SON
OF CHARLES THE SETTLER.
IN 1742, HIS FATHER (CHARLES) MOVED TO LURGAN TOWNSHIP, FRANKLIN COUNTY, PENNSYLVANIA.
HERE WILLIAM SPENT HIS BOYHOOD DAYS ON THE PATERNAL FARM.
WHEN THE FRENCH AND INDIAN WARS BROKE OUT, HE WAS AT REV. JOHN BLAIR'S CLASSICAL
SCHOOL IN CHESTER COUNTY, AND DESIRING TO ENTER THE SERVICE OF THE PROVINCE,
HIS TUTOR GAVE HIM A RECOMMENDATION "AS A JUDICIOUS YOUNG MAN AND A SCHOLAR",
WHICH SECURED HIM THE APPOINTMENT OF ENSIGN IN THE PENNSYLVANIA BATTALION.
HE STUDIED LAW AND WAS ADMITTED TO THE YORK COUNTY BAR ON 28 APRIL 1760, BUT
IT IS UNDOUBTFUL IF HE EVER PRACTICED HIS PROFESSION AT THAT COURT AS THE CONTINUED
INDIAN WAR AND HIS SUBSEQUENT DUTIES AS SURVEYOR, ENGAGED HIS ENTIRE TIME; ALTHOUGH
FROM A LETTER OF JOHN PENN'S IT WOULD SEEM THAT HE WAS AFTERWARD ADMITTED TO
CUMBERLAND COUNTY BAR, AND HAD ACTED FOR THE PROTHONOTARY OF THAT COUNTY. AT
THE CLOSE OF THE FRENCH AND INDIAN WAR, HE VISITED ENGLAND AND HAD AN INTERVIEW
WITH THOMAS PENN, ONE OF THE PROPRIETARIES, RELATIVE TO THE SURVEYS IN THE MIDDLE
AND NORTHERN PARTS OF THE PROVINCE.
IN 1772, HE LAID OUT THE TOWN OF SUNBURY AND ERECTED FOR HIMSELF A STONE HOUSE.
UPON THE ORGANIZATION OF THE COUNTY OF NORTHUMBERLAND, HE WAS APPOINTED PROTHONOTARY
AND CLERK OF THE COUNTY. HE ALSO ACTED AS THE REPRESENTATIVE OF THE PENN FAMILY
AND TOOK A PROMINENT PART IN THE SO-CALLED PENNAMITE WAR. IN WRITING TO THE
SECRETARY OF THE PROVINCE IN APRIL 1773, HE SAYS : "IF HELL IS JUSTLY CONSIDERED
THE RENDEZVOUS OF RASCALS, WE CANNOT ENTERTAIN A DOUBT OF WYOMING BEING THE PLACE,"
BUT MUCH AS HE WAS PREJUDICED AGAINST THE CONNECTICUT SETTLERS HE FORESAW THE
FUTURE VALUE OF THE LAND OF THE VALLEY AND ADVISED PENN NOT TO SELL HIS RESERVATION
THERE.
AT THE OUTSET OF THE REVOLUTION, ALTHOUGH AN OFFICER OF THE PROPRIETARY GOVERNMENT,
WILLIAM MACLAY TOOK A PROMINENT AND ACTIVE PART IN FAVOR OF INDEPENDENCE AND
ASSISTED IN EQUIPPING AND FORWARDING TROOPS TO THE CONTINENTAL ARMY. DURING THIS
LONG WAR HE HELD THE POSITION OF ASSISTANT COMMISSARY.
IN 1781, HE WAS ELECTED TO THE ASSEMBLY OF PENNSYLVANIA AND FROM THAT TIME
FILLED THE VARIOUS OFFICES OF MEMBER OF THE SUPREME EXECUTIVE COUNCIL, JUDGE
OF THE COURT OF COMMON PLEAS, DEPUTY SURVERYOR AND WAS ONE OF THE COMMISSIONERS
FOR CARRYING INTO EFFECT THE ACT RESPECTION THE NAVIGATION OF THE SUSQUEHANNA.
IN JANUARY, 1789, HE WAS ELECTED TO THE UNITED STATES SENATE, TAKING HIS SEAT
AS THE FIRST SENATOR FROM PENNSYLVANIA. THE QUESTION AS TO WHICH OF THE SENATORS
SHOULD HOLD THE LONG TERM OF OFFICE WAS DECIDED BY LOT, WILLIAM MACLAY DRAWING
THE SHORT TERM WHICH WAS TO EXPIRE 3 MARCH 1791, WHILE ROBERT MORRIS, HIS COLLEAGUE,
DREW THE LONG TERM. HIS ELECTION TO THIS BODY RAISED HIM UPON A HIGHTER PLANE
OF POLITICAL ACTIVITY AND CONTACT WITH THE FEDERAL CHIEFS OF THE SENATE ONLY
STRENGTHENED HIS POLITICAL CONVICTIONS WHICH, FORMED BY LONG INTERCOURSE WITH
THE PEOPLE OF MIDDLE PENNSYLVANIA, WERE INTENSELY DEMOCRATIC. HE BEGAN TO DIFFER
WITH THE OPINIONS OF PRESIDENT WASHINTON VERY EARLY IN THE SESSION. HE DID NOT
APPROVE OF THE STATE AND CEREMONY ATTENDANT UPON THE INTERCOURSE OF THE PRESIDENT
WITH CONGRESS; HE FLATLY OBJECTED TO THE PRESENCE OF THE PRESIDENT IN THE SENATE
WHILE BUSINESS WAS BEING TRANSACTED AND BOLDLY SPOKE AGAINST HIS PLOICY IN THE
IMMEDIATE PRESENCE OF PRESIDENT WASHINGTON. WILLIAM MACLAY ASSUMED AN INDEPENDENT
POSITION AND INHIS SHORT CAREER OF 2 YEARS IN THE SENATE PROPOUNDED IDEAS AND
GATHERED ABOUT HIM THE ELEMENTS TO FORM THE OPPOSITION WHICH DEVELOPED WITH THE
MEETING OF CONGRESS IN PHILADELPHIA ON THE 24 OCTOBER 1791, IN A DIVISION OF
THE POEPLE INTO TOW GREAT PARTIES, THE FEDERALIST AND DEMOCRATIC, WHICH FOR THE
FIRST TIME APPEARED IN OPEN AND ORGANIZED OPPOSITION.
UPON HIS RETIREMENT FROM THE SENATE, WILLIAM RESIDED PERMANENTLY ON HIS FARM
ADJOINING HARRISBURG, WHERE HE ERECTED THE STONE MANSION WHICH FOR MANY YEARS
WAS OCCUPIED BY THE HARRISBURG ACADEMY. IN THE YEAR 1795, HE WAS ELECTED A MEMBER
OF THE PENNSYLVANIA HOUSE OF REPRESENTATIVES AND WAS AGAIN ELECTED IN 1803. HE

Received this info. from Charles Ellwood Maclay:
Re: William Maclay; land
After William got smart enough to wait until John Harris sold all of his lots
in Harrisburg, he then started selling his in Maclay's (burg) at a much higher
price. After all, he owned 300 acres north and west of his house, which stood
on the Southeast corner of his property. It included the site of the new capital
for which he sold 10 acres at a $1.00/acre. Said he didn't want anyone to think
he was influencing the decision to make Harrisburg the capital of Pennsylvania.
Subsequently, John Harris didn't want to be "undone" and donated a
few adjoining acres to the East.
This upset John and they had some difficulties. After that, when William moved
back to Harrisburg from Sunbury, he decided to set up some competition with John's
Ferry South of Harrisburg and began his own ferry, across to Maclay Island, thence
to the Western shore.
Unfortunately, the capital didn't arrive until after William's death, but it
was built exactly as he laid it out, including "broad avenues"......
William, contrary to popular belief, ( he had spent a lot of time travelling
on the "rocky" Sesquehanna between Harrisburg and Sunbury) thought
that roads would be more important than water traffic.
You can see his vision reflected in this view of the street leading from the
capital entrance. Enough space has been removed from the central "park"
to allow for parking and still enough space remains today for cars. Children
were: JOHN HARRIS MACLAY,
ELIZA MACLAY, ELEANOR MACLAY,

WERE ASSEMBLED WATCHING THEM AS THEY PASSED BY, ONE STALWART FELLOW, WITH BRAWNY
ARMS HELD UP HIS CLANKING CHAINS AND STRUCK, AS IF IN DECISIVE MOCKERY, IN A
CLEAR STRONG VOICE, "HAIL COLUMBIA, HAPPY LAND," THE EFFECT OF WHICH
ON THOSE WHO HEARD IT WAS GREATER THAN SOME OF THE ELOQUENT SPEECHES MADE INSIDE
