UPON HIS RETIREMENT FROM THE SENATE, WILLIAM RESIDED PERMANENTLY ON HIS FARM ADJOINING HARRISBURG, WHERE HE ERECTED THE STONE MANSION WHICH FOR MANY YEARS WAS OCCUPIED BY THE HARRISBURG ACADEMY. IN THE YEAR 1795, HE WAS ELECTED A MEMBER OF THE PENNSYLVANIA HOUSE OF REPRESENTATIVES AND WAS AGAIN ELECTED IN 1803. After William got smart enough to wait until John Harris sold all of his lots in Harrisburg, he then started selling his in Maclay's (burg) at a much higher price. After all, he owned 300 acres north and west of his house, which stood on the Southeast corner of his property. It included the site of the new capital for which he sold 10 acres at a $1.00/acre. Said he didn't want anyone to think he was influencing the decision to make Harrisburg the capital of Pennsylvania. Subsequently, John Harris didn't want to be "undone" and donated a few adjoining acres to the East.
This upset John and they had some difficulties. After that, when William moved back to Harrisburg from Sunbury, he decided to set up some competition with John's Ferry South of Harrisburg and began his own ferry, across to Maclay Island, thence to the Western shore.
Unfortunately, the capital didn't arrive until after William's death, but it was built exactly as he laid it out, including "broad avenues"...... William, contrary to popular belief, ( he had spent a lot of time travelling on the "rocky" Sesquehanna between Harrisburg and Sunbury) thought that roads would be more important than water traffic.
You can see his vision reflected in this view of the street leading from the capital entrance. Enough space has been removed from the central "park" to allow for parking and still enough space remains today for cars. AGAIN HE LEAD ON THIS TICKET IN EVERY DISTRICT, EXCEPT WARREN AND RUNNING SOME FIFTY VOTES AHEAD OF GOVERNOR SNYDER WHO DESERVEDLY POPULAR.
HIS CAREER IN CONGRESS GIVING GENERAL SATISFACTION HE WAS RE-ELECTED IN 1816, THUS SERVING IN THE HOUSE OF REPRESENTATIVES FROM 1814 TO 1818.

WHAT HIS VIEWS WERE ON THE QUESTION THAT SO GREATLY AGITATED THE PEOPLE OF THE TIME, NAMELY THAT OF THE SLAVE QUESTION IS NOT KNOWN. BUT, HE USED TO RELATE WITH SOME FEELING AN INCIDENT THAT OCCURRED DURING HIS TERM IN CONGRESS:
ONE DAY, WHILE STANDING ON THE STEPS OF THE CAPITOL, A GANG OF SLAVES WERE BEING DRIVEN PAST AND WHEN NEARLY OPPOSITE WHERE A NUMBER OF OUR NATIONAL LEGISLATORS WERE ASSEMBLED WATCHING THEM AS THEY PASSED BY, ONE STALWART FELLOW, WITH BRAWNY ARMS HELD UP HIS CLANKING CHAINS AND STRUCK, AS IF IN DECISIVE MOCKERY, IN A CLEAR STRONG VOICE, "HAIL COLUMBIA, HAPPY LAND," THE EFFECT OF WHICH ON THOSE WHO HEARD IT WAS GREATER THAN SOME OF THE ELOQUENT SPEECHES MADE INSIDE THE HALL. He was buried in Jan 1825 in FANNETTSBURG, FRANKLIN CO., PENNSYLVANIA. He died on 4 Jan 1825 in FLANNETTSBURG, FRANKLIN CO., PENNSYLVANIA. He was PRESBYTERIAN. HE WAS A RULING ELDER IN DR. McGINLEY'S CHURCH OF THE LOWER PATH VALLEY. IN NOVEMBER OF 1824, WHILE ATTENDING COURT IN CHAMBERSBURG, JUDGE MACLAY WAS TAKEN SICK AND LAY FOR SEVERAL WEEKS AT THE HOUSE OF HIS SON IN LAW, JOHN KING, ESQUIRE. RECOVERING HIS HEALTH IN SOME DEGREE HE CAME TO HIS HOME IN FANNETTSBURG WHERE HIS DEATH OCCURRED ON THE 4 JANUARY 1825.
HE IS INTERRED IN THE GRAVEYARD OF DR. McGINLEY'S CHURCH. Parents: JOHN MACLAY (OF CARPENTER'S HALL) and JANE (JEAN?) DICKSON.

He was married to MARGARET CULBERTSON on 22 Dec 1789 in ROCKING SPRING. HE WAS MARRIED BY THE REV. JOHN CRAIGHEAD, OF ROCKY SPRING. AFTER MARRYING MARGARET AND SOON AFTER THE FOUNDING OF THE TOWN OF FANNETTSBURG, SETTLED IN THAT PLACE AND ENGAGED IN THE TANNING BUSINESS WHICH HE PROSECUTED SUCCESSFULLY TO THE DAY OF HIS DEATH. Children were: MARY SHARPE MACLAY, JOHN MACLAY, JANE MACLAY, ELIZA CULBERTSON MACLAY, CATHERINE IRWIN MACLAY, ALEXANDER CULBERTSON MACLAY , WILLIAM MACLAY, MARGARET MACLAY, JAMES ROSS MACLAY, CHARLES SAMUEL MACLAY, NANCY ELEANOR MACLAY, DAVID IRWIN MACLAY.

He was married to MARY PALMER on 28 Oct 1828 in PITTSBURG, ALLEGHENY CO., PENNSYLVANIA. THERE WERE NO CHILDREN. Children were: MARGARET CULBERTSON MACLAY, JOHN PALMER MACLAY, JANE DUNN MACLAY, ELLEN PALMER MACLAY, JAMES ROSS MACLAY, ELIZABETH BARD MACLAY.

bullet GENERAL WILLIAM DUNCAN MACLAY (CSA)(1) was born on 6 Sep 1832 in SOUTH FLORENCE, COLBERT CO., ALABAMA. He died on 8 Aug 1884 in PENSACOLA, ESCAMBIA CO., FLORIDA. He served in the military CIVIL WAR. AT THE OUTBREAK OF THE CIVIL WAR, HE ENLISTED IN THE 6TH FLORIDA REGIMENT. HE WAS DETACHED TO KNOXVILLE, TENNESSEE, WHERE HE WAS PLACED ON GENERAL E. KIRBY SMITH'S STAFF AS ASSISTANT ADJUTANT GENERAL, IN WHICH CAPACITY HE SERVED THROUGHTOUT THE WAR.
IN THE GENERAL DEMORALIZATION OF THE SOUTHERN STATES CONSEQUENT ON THE CLOSE OF THE WAR, HE WAS ENGAGED IN SEVERAL UNDERTAKINGS. He was a COTTON/BANKING BUSINESS UP TILL 1862. HE MOVED WITH HIS PARENTS TO APALACHICOLA AND ST. JOSEPH, FLORIDA.
HE ENTERED QUINCY ACADEMY, FLORIDA TILL HE WAS 15 YRS. OLD. Parents: JOHN CHARLES MACLAY and ELIZABETH JANE DUNCAN .

He was married to MARY LOUISA CROPP on 13 Feb 1856. Children were: ELMA LOUISA MACLAY, ELIZABETH DUNCAN MACLAY, ALICE RUTLEDGE MACLAY , JOHN CHARLES MACLAY, BENJAMIN CROPP MACLAY, MARY EMILY MACLAY, MARGARETTE AUGUSTA MACLAY.
